SAFETY SERVICE PROFILE

A. FIRE SAFETY AUDIT
Legal Act : OSHA Act 2007	Frequency.:  Annually	Target: All workplaces in Kenya

All workplaces including organizations and institutions are required to conduct fire audit as per the Fire Risks Reduction Rules Legal Notice No. 59 (Section 36) of 2007 which is a subsidiary legislation of the Occupational Safety and Health Administration (OSHA) 2007. This fire audit seeks to establish the status of the organization or institution in terms of fire safety and recommends immediate, mid-term and continuous improvement. This Audit is also the basis for issuance of fire clearance certification by county governments in Kenya.

A.1 what are reviewed during fire safety audit

·         Location of the organization or institutions including physical address

·         Legal compliance with fire safety laws

·         Fire emergency plan for specific organization or institution

·         Evidence of fire prevention & mitigation measures

·         Records on fire services carried out in the last year

·         Staff empowerment with regards fire safety issues

·         Review of previous fire safety audit recommendations

 A.2 the audit process:

·         Once a contract or LPO is received a fire auditor is assigned

·         Agreement on site visit are made within the proponents

·         A meeting with organization or institution rep during site visit

·         A preliminary report is prepared for confirmation

·         Confirmed report forwarded to DOSHS office for approval

·         Final approved report submitted to the organization or institution

A.3 why is the fire safety audit important:

1.      The fire safety audit enables organizations and institutions to be aware of their fire safety status and make necessary improvement continuously.

2.      Fire safety audit is a statutory requirement by OSHA Act 2007 which specifies the tenets of the requirements in a subsidiary legislation Fire risks reduction rules legal Notice No. 59 section 36.

 3.      Fire safety audit is an important requirement by County Governments for award of Certificate of Fire Clearance. The County Government Act 2012 which established the County By-Laws require every county government to ascertain the organizations and institutions have undertaken fire safety audit before provision of clearance certificate.

4.      Fire Safety Audit and Fire Drill: The fire safety audit is the basis for the fire drill as it determines the organization fire preparedness levels and compliance then the fire drill is conducted to determine internal and external response rate.  

5.      Conducting a fire Drill: According the County Government Act 2012 and the county bylaws, organizations and institutions will conduct fire drill upon provision of fire clearance certificate. This is to ensure that before any fire drill the status of the organization or institution in known in terms of fire safety and the responding authority which is the County Government fire department will adjust accordingly. Fire drill therefore tests whether all compliances in place meet the minimum national and international standards.

A.4: Fire Clearance Certification

Once the fire safety audit has been conducted and reporting finalized, an application will be made to the relevant County Government through the County Fire Station for fire clearance certificate. On payment of the prescribed fees, the County Government Fire Department will send its officers to the organization or institution for verification of the audit report and confirmation of compliance with the immediate recommendations of the report before a fire clearance certificate is awarded.

Clearance Certificate contents: the available fire equipment in place; special considerations made to fuel sources like generator area within the organization; fire equipment servicing; general recommendations and any other as deemed necessary by the county government
